how to make a click able image map for excel?

I would like to be able to import an image, such as US map. Then I would like to be able to click on a state and have it take you to an image or a file about that state. I am a bit of a newbie on programming.

    HTML: Use hotspots for every clickable part of your image.

    Programming: Use buttons with transparency.
