Why can't I upgrade from SBC DSL to AT&T high speed and why must I pay more for the slower speed?

you can call 1-888-792-3751 and ask explanation from them-

i believe what you mean is that you had sbc dsl now and you wanted a lower plan-

lower plans are probably offered to new customers, not existing one- you're in a one year contract i believe..

besides sbc dsl and AT&T is the same- it's just a change of name

Those are two different companies so you'll have to cancel one and then contact the other to get it installed. The prices are just set by the companies, so you'd have to ask them (although they would give you a stupid answer).
