When my kids were learning to ride, I let them use training wheels until they got enough comfort to want to ride like "the big kids", then I took one wheel off to teach how to balance and shift their weight, finally I took the other off and held them for a few test runs... let go when they are not leaning so much on you and they will usually surprise you (and themselves) when they keep going on their own!
