Pc & Handicap Test?

How does one go about getting a PC & Handicap in Golf? I heard a PC test requires you to sink a ball in 6 strokes for 2 holes so 2 holes 12 strokes is that true?

    ALSO HAVE NEVER HEARD OF A P.C. YAHOO SPORTS AND P.G.A. TOUR PARTNERS CLUB HAVE HANDICAP RATINGS SYSTEMS, BUT YOU REALLY DON'T NEED A HANDICAP UNLESS YOU PLAN ON PLAYING IN TOURNAMENTS!!!

    I've never heard of a PC test.

    Just about any golf course has an official USGA handicap service. You just turn in ALL of your scores.
