as i remember ,civilians who were trying to flee form the country ( Vietnam) by boat to the nearby countries

The boat people were refugees who left South Vietnam after it fell to the North. They travelled in small fishing boats generally which were often overcrowded and ill equipped for long sea voyages. Many tried to reach the northern shores of Australia but fell prey to pirates operating in the South China Seas or died when their boats sank. Some made it as far as France where I personally know one family.
