Is it the Special Class Railway Apprentice examination by UPSC India, where about 10 get selected from the 110000 that take the examination?
no one has given the correct answer. The exact data for SCRA 2005 is 17 selections from 400000 candidates. The selections were higher this year. Usually less than 10 are selected

Based on the definition of the ratio you are using, you may be right.
But what about a competition that is so severe that few people actually appear at the end. For example, out of 110,000 people who declare themselves as physics majors as university freshmen, how many will get a PhD in physics?

Well if that is the ratio then I dont find any other exam. IIT JEE is something which is hugely competetive where around 600000 people write the exam and only 2000 get selected.
