I would have to say the Maldive Islands. There is far more marine life than anywhere else. Coral, manta-rays, sharks, turtles, eels can be encountered on a single dive... awesome!

I've been to Cozumel many times. They have drift diving, so there is not much vigorous movement for the dive, which means you can conserve air better. The water is beautiful, clear, blue. The underwater life is great as well. Night dives provide you with a generous amount of nocturnal creatures not normally seen as well.
In all, the island isn't that expensive to go to either. But would depend on location and what you prefer mainly.
If you do go to Cozumel, ask about going to Deep Columbia. The dive site is amazing and one of my favorite dives. Paradise is another good one, but a shallow dive.

Great Barrier Reef about 15 years ago before it got spoiled by all the tourists - AUSTRALIA!!!!!!!!!
