The answer is 19.
To those who still want to try, this puzzle is pretty tricky. You might have tried converting these numbers to another base. If so, you are on the right track but an additional trick is still needed, which is not trivial.

yes it becomes 19,
using binary conversion, ading 1 per ech 0 and 2 per each 1.
But others answers are possible:
Uneven numbers -> 7
Even numbers divisible by 4 -> 16
Even numbers not divisible by 4 -> 14
So 9304 becomes 16, because it is divisible by 4.
Ofcourse, there can be many capricious and strange formulas that meets the conditions.

U have frmed the question wrong if 2351 becomes 16 and 700 turns 16, Thats means 700 and 2351 are the same ,which is mathematically incorrect
