it is at its highest point during a storm.it creasts then starts going back down.

A river crests at a given point when the time of concentration has been achieved. That is, when the maximum volume of water is flowing past that given point. The river is at it's highest level for that runoff event.

It means when it gets to it's absolute highest point. As in the case of flooding.............after the rains stop.......the river can "' crest "".......becuz water is still pouring into it from higher ground. After it crests......the waters will slowly go back to normal.
