All water is wet because it has surface tension that is weaker than the surface tensions of more viscous liquids like olive oil or mercury which are not wet. Kemmy's answer correctly explains how the surface tension of liquid water breaks down when in contact with certain kinds of solid surfaces. The molecules of the surface interact with the molecules of liquid water and encourages them to spread apart. As anyone who has washed dishes, water without soap, will not wet an oily surface.

Water is wet because the cohesive forces between the water particles are weaker than the adhesive forces between the water and the surface. This results in the water spreading across the surface.
If you were to try this out with mercury, you will see that mercury is not "wet". It's cohesive force is stronger than the adhesive forces between the mercury and the surface, and so it remains as a "ball" of liquid.
