Technically it would be the 1899 Cleveland Spiders but it modern history it would be the 1962 Mets followed closely by the 2003 Tigers

    1899 Cleveland Spiders 20W - 134L

    1962 New York Mets 40W -120L

    2003 Detroit Tigers 43W 119L

The 1963 New York Mets lost 120 games.

The 2003 Tigers came close by losing 119.

(The 2006 Tigers are in First Place with the best record in Baseball)(as of this typing)

This year's KC Royals may beat that.

In terms of being a chronic loser, the St. Louis Browns of the American League are far and away the worst. From the time they joined the league in 1902 until they were sold and moved to Baltimore in 1953, they finished last or next-to-last 22 times. 8 times they lost 100 or more games, and only once (1944) did they finish first (they then lost the World Series to the Cardinals in six games).

When they finally were put out of their misery, the Browns owned a lifetime win-loss record of 3,414-4,465 for a .433 winning percentage (the worst in all of professional baseball).
