Why does the Alaska gov. can not connect by road the city of Juneau?

The capitol of Alaska, the city of Juneau, is on the tip of a Fjord peninsula. The terrain around the area is too rocky and treacherous to build roads to and from anywhere other than the town of St. Terese to the North. It is just not economically or geographically practical.
