Just like any living creature on this earth, fish sleep too. . When a tank is dark and you shine a flashlight on the fish, they act dazed and swim around confused for a few minutes. Because they have been awakened.
They will usually stay in one place either a corner, or somewhere behind the plants.

fish really dint sleep but at night and there is absolutely no light the will go into a sort of a trance. they basically stay very still close to the bottom, you will notice this when you turn on the lights.

You can't tell if a fish is asleep because it replaces itself with an evil clone, unless if it's a nice fish and then it disappears and comes back just to bite you, then you know!

You cannot say if a fish is asleep or not... Whenever it sleeps the eyes would still be open.

depends on the type of fish some bottom dwelling species ( pleco's for example) have eyelids and they are easy to see when asleep ...others will just float in the one spot and if they are bright colored they will dull down when asleep some will actually hide in weed or other decorations and stay still.... it really depends on the exact type of fish you mean..
