Are Nintendo DS games limited to being played in only their country of purchase?

I've read that a game bought in America, Japan, Australia, or elsewhere will work anywhere else where the Nintendo DS console is sold (e.g. on a different country's specific console). Is this correct?

Update:

Basically, is it safe to buy games on eBay from overseas and have them shipped to me in Australia?

sure everything is standardized, one ds is exactly the same as the other. However, watch out for the language differences (games from japan are most likely in jappanese)

No, remember the Mario DS cart race game back in 2005? It could be played world-wide.
