How do I decoupage a wine bottle?
And finish it so it's water proof and I can use it outside as a decoration?

You can use the Mod Podge or make the decoupage medium yourself with water thinned Elmer's White Glue (2:1 ratio). Lightly spray your images with water before adhering with the decoupage medium to reduce bubbling. Sometimes I don't even adhere my images with the medium at all, I use spray adhesive, like Super 77.
You will need 6-7 coats of the decoupage medium over each image allowing dry time in between. If you get bubbles or brush strokes, lightly sand with steel wool in between coats.
The real key to making your wine bottle waterproof is the finish you choose. I recommend a non-yellowing, outside use polyurethane with UV/UVB protection. Use the spray application and at least 3 coats and you should enjoy your creation outside without it yellowing and it will resist water deterioration.

You'll need a container of Modge Podge from your local craft
store and a 1" brush. Use like wallpaper paste to apply your
decoration. Apply 2 coats over top. It appears milky but will
dry clear.

First get your pattern or make your patern. You can then paste it on the bottle and seal it with Eurothane or clear enamel. Make sure it is something that will stick to glass.
