Are Toro Lawn tractors made by MTD?

Toro is not owned by mtd, or the other way around..... but yes, the lower end toro's (like that sold at home depot) are rebadged mtds (and rehooded with those ugly hoods as well)

It seems unlikely that Toro owns Mtd, check out the blog site in the Source , it will describe some of the complications with mergers and acquistions. You'd almost need a slide rule to figure it out.

It could be that Toro is buying parts or at least some of the supplies from Mtd factories.

If anything, Toro makes the others. Where I work, we make gears for toro, but none of the OTHERS!
