Why do they do the Emergency Broadcast System tests in the middle of prime time?

Test it at like 3:00 am or something. Not right in the middle of The Office!

    They are run for two reasons: one, to make sure that the system is functioning properly, and two, to let people know about the system. What better captive audience than the prime time crowd?
