air conditioner doesnt work?
wifes car: 2000 chevy cavalier took it to a mechanic friend of mine checked everything, no leaks or anything.....says it should just need charged, what should i expect to pay?????
my car: 1997 Chevy silverado no A/C as well, havent had it looked at though.

Most cars with 134a systems need to be recharged every couple years. Hoses in a/c systems porous, 134a leaks out. Completely normal.

i have had similar complications in previous apartments. verify doorways and living house windows for leaks. they could not be sealing nicely and your chilly air is escaping. also, in case your aside is a nook unit or has extra outdoors walls (than your sisters), the insulation should be inadequate.
