An EGR valve is an emission control device as stated in previous answers.And I assume you are having trouble with yours or you wouldn,t be asking.Ford has a long history of trouble caused by EGR valves.I worked in Ford dealerships in the past and it was one of the biggest reasons for "Check Engine" light to be illuminated.It,s purpose is to reduce combustion chamber temperatures thereby reducing NOX emissions.

Exhaust Gas Recirculation valve.
It re-cycles exhaust gas into the engine to save fuel, and help prevent spark knock.

I believe you mean an EGR valve Exhaust Gas Recirculation
This is an emission control device that does just what it is called.
