One of the best sites I have found for basic web programming tips is www.webmonkey.com. They have various lessons on HTML and Java, with good eplainations of how to properly incorporate them all.

So you need just the layout right? I would suggest you to use PhotoShop if you have it, it will allow you to create some great layout, there are bunch of tutorials out the on the web for the news, but once you are able to do it page like this will not take you longer than 10 minutes, but in regards to a message box you will have to write a code for it which is more complicated than layout, but I am sure that you will be able to do it as well. Or if you will need some help get back to me, and I will be able to hook you up with a good programmer/designer who will do anything you want to be included on your page, but of course it will cost in that case.
