How to view security camera from mobile device?

I want to watch live video (security camera) on the screen of my desktop PC at home, from my mobile device (symbian OS or WindowsCE) using internet GPRS connection. Which remote administration web services suitable to do this?

note: I want to avoid streaming video from the local PC when I'm not connected (to save bandwith), and refresh rate of 5-10 seconds would be sufficient. Any suggestions?
