As far as a simple website host, go with them. If you need something a little more complicated, try reading:

There are couple of ways to buy a domain name.
1. Go to a domain registrar like 1and1 Internet and type in the domain name you are interested in to search to see if it is available for purchase. Sedo is a gloabl marketplace for buying and selling domain names and Web sites. You can also park your domain name with Sedo and earn money. Another good domain aftermarket is Afternic.

GoDaddy is the obvious answer for your domain name.
The not so easy answer for the hosting is it depends. It depends on what you are going to do with the site. if its something simple, go with one of the free ones already mentioned. If you want a good site that supports mySQL, PHP5, and (I think) Ruby On Rails, and you don't want to pay much, go to http://freepgs.com./ They are really cheap (one time registration fee, lifetime of service). and their customer support (email only) is top notch. I host two of my sites with them and never ran into issues. Try them out.

These are the two best and cheapest I've found. (under $10 a year for domain, a little more for hosting.)
