I am not an English major, but I will try to answer this question for you.

They are, for the most part, describing the same thing, in that they all mean "to make something" although each is slightly different.

I would consider "to shape" to mean "to mold" or "to form," and similiarly with "to fashion." You can "shape" or "fashion" an opinion. Yes, I would consider that "to create" refers more to "making something out of nothing." You can "create" a poem or a work of art.

the shape is to take whats there and make it different

and to fashion is lthe same as to make
