There is not enough meat on the mice to make it cost effective and with the bribes you would have to pay the health deparment--it is just not profitable.

Only because the pet owners won't buy it. It actually needs to sound appetizing to the owner. The cat would love mouse delight.

They should make butt-flavored and crotch flavored because those cats sure like licking there all the time!

Because the cat would chew it, suck it and then leave it by your bed the same as he does with the real thing!!

well...i guess this would be a good answer:
cat food contains actual meat pieces...and it would be harder to put that many mice that to put cow or something else instead....
