First off, the government of Lebanon isn't at war with Israel; Hezbollah is.
I think they're both at fault. Israel occupied parts of Lebanon for twenty years, which gave rise to Hezbollah, and the attacks on Israeli civilians. Israel reacted by attacking Hezbollah, but since there aren't any places marked "hezbollah" on the map, they have to go where they think Hezbollah fighters and equipment are located, which is often in civilian areas. To its credit, Israel has been warning civilians to leave the combat areas; unfortunately, many of these warnings came after they'd already bombed the roads and bridges the populace would have used to escape. Hezbollah took a gamble that it could provoke Israel and garner support in the Arab street; they got the reaction but it may be more than they can handle. Israel says it's defending itself, but they're killing civilians and making a lot more enemies than they really need. (Does that last sound familiar?)

No one, people are so damn moronic.
The middle east has been fighting since the beginning of time, and they will be fighting until the end of time.
I think we need to stay out of it though.
