Baby turtle shell?

When I get him out his shell has like a white sticky film like thing on it. I don't really think it is his water or anything like that, I have been changing it almost everyday. Also he has little white soft bumps on his legs. WHAT IS WRONG.

Update:

He is a red ear slider, about as small as a 50 cent piece, I am not sure how old he is. He is cuteeee.

Update 2:

Oh and I have a DR. TURTLE thing. Its like a white turtle that sits in the water, anyway they said that would condition the water. Do I need something else?

    First of all, are you using straight tap water? If you are, you need to be using some kind of water conditioner. Tap water contains (in most places) chlorine, fluoride and lots of other things. Imiagine living in that. We can't, and neither can your turtle. First of all, find a vet that knows about amphibians. Take your turtle in, or see if they can advise you over the phone. Go to your local pet store (that has reptiles and amphibians) and ask them about water conditioners, and how often to change the water (it's different for some species).

    What kind of turtle is it? How old? I love turtles myself, so I'm very curious.

    nothing is wrong this is just a process that amphibians go through called lucceoyte(like a shedding process for new skin)

    i'd call the vet just to be sure. nobody can be certain on here and they can't see him.
