What is the best shareware/freeware photo editor for Windows?

I'm looking for something that can crop and resize images (with good filtering), do contrast enhancement, exposure correction, and color correction on JPEG images, under $50. On the Mac I use GraphicConverter - something like that would be ideal.

Wow, all of these answers are good. I installed all three, and I was so tempted to go with IrfanView, because it is so easy to install and use, but the color correction tools just aren't good enough, so I have to go with the 800 pound gorilla (Gimp), which I admit I already knew about, but was looking for something more lightweight. Even picasa2 exceeded my expectations, and is especially good at cropping, but the color correction tools just aren't there. Thanks everyone, I wish I could vote for all of you.

    The Gimp available from www.gimp.org - its almost as good as PhotoShop. Some say its better.

    My personal favorite is Irfanview as it implements the lanczos filter for resampling... It's completely free and comes with a lot of features.
