Go to you motor vehicles department and request a salvage title for this beetle. Give them the VIN, and you'll have to have proof that the brakes and lights work (lights need to be properly adjusted). You need to check on all accidents this auto has been involved in. This will tell you exactly what all is wrong with it; the type of damage it has had. Do a vehicle search online regarding accidents on that car. If you don't know how to do that, ask Tennessee's MV Department for the site, or ask your insurance carrier to do this favor for you, since you'll be needing insurance on it, once you purchase it.

Could be really tricky, I had similar experience building my kit car, volkswagen frame, luckily still had the title. In Washington state, once a vehicle goes to salvage, and loses it's title, it is dead and gone. You can only re title if you make it a recreational vehicle. Off road and such.

In Canada you can apply for a deed of a car as long as you have a receipt from the seller saying that you bought it and it has to have the VIN on the receipt. The Motor Vehicle branch will make you up a new one if you have all the info that is needed for the deed
