I'm just going to repeat what others said. If the computer doesn't have internet, then why would u want to install INTERNET Explorer?
If u're in REAL need of a browser, which I seriously doubt if u don't have the internet, u can always try to download Firefox, which is free, on a memory stick (or other data storage device) and transfer it to ur Win98 machine and install it.
Hope this helps, although I have no idea what u're planning to do with it on a non-internet machine.
P.S. I suggest u get a new computer, yours seems seriously outdated, almost lagging a whole decade. Computers have gone a long way since 98.

Download the IE6 setup program on a computer with a working internet connection. Launch the setup program and follow the prompts; there should be an option to download the complete IE6 setup files to your hard drive. From there, burn the files to a CD-R and take it to your other computer. It used to work a few years ago.

i'd not propose internet Explorer 7 to my worst enemies! extremely, that is been no longer some thing yet hardship! I listen a tremendous variety of human beings were having problems with it: laptop crashing, no longer being waiting to get the sidebar, etc. I were given rid of IE7 with the aid of way of going into administration Panel, then into 'upload or eliminate classes' and then eliminating it. It in the present day reverted back to IE6 and now each and every thing is back to familiar!
