It's a long, drawn-out process. The TdF organizers "no longer recognize" Landis as the winner, but they haven't officially stripped him of the title. He has an appeals process that will at various points involve USA Cycling, The US Anti-Doping Agency, the International Cycling Union (UCI), and the Court of Arbitration for Sport (CAS) before the whole affair is complete. If, for example, he gets the positive test thrown out on the basis that the lab failed to protect his identity, as they're required to do, the CAS can decide not to ban him or strip him of the yellow jersey.
