If you just want a countdown, but don´t need to trigger an action when the clock finish you can make it as a animated gif.
But I guess that is not your case and it's not really useful. To make a countdown clock in a web page you need some Javascript, Java or Flash.

Find a free CGI program. Google them, you'll find thousands. Then you just use HTML to post it on your page.
