to be given a speeding ticket do the police have to pull you over.
I passed an oncomming cop, his lights flashed but never pulled me over.

yes you must be pulled over to get a ticket. if the cop passed you and flashed his lights that is just a warning to slow down.

Usually when they flash their lights like that, they are just warning you to slow down.
But, I live in Arkansas, and if they are on their way to another situation and see you committing a crime, they have a set amount of time to come back and site you.
He would however, have to have your tag number, unless you live in a county as small as ours where they know most everyone.

So what are you asking then? Yes you have to be pulled over to get a speeding ticket. Unless it is by a traffic camera which don't exist in too many places.

Yes, they need your signature on the ticket. Unless is a photo-ticket at intesections.

he probably just wanted you to slow down. If he really wanted you, he'd have gone after you.
