Start all users at 0 points, and then make it available to ask once the user gets 15 points. Once they get those 15 points they will get there one-time 100 points. To get the 15 points the answerer must answer a minimum of 7 questions, and the asker must give them a thumbs-up. With all that work to do vandals will go away.

Have special abilities for each level you attain, and add some type of prize, like a featured question

make questions cost less as you gain levels

make rating questions and answers have a point value as you attain higher levels
