my driver's lisence was revoked in 1994 (no ins.) but it expired in '95. am i revoked, expired or both?
i paid off my fines, but never reinstated my license. the state insists that I am still revoked because I was revoked in another state in 1994, but does not the expiration also follow me from one state to another if I paid off my fines? i just have never gotten another license. should i still be able to be charged as "driving while revoked"?

Go to the Court clerk's office where you had your license revoked; provide proof that you had paid your fines (if not paying fines was the reason for the judge revoking your license); and pay the applicable fee to the clerk for reinstatement.
Now, take the written and driving tests to obtain your license in the state you reside.
Under California law (my state), you need to take the California test if you reside there for longer than six (6) months, even if you have a valid license in another state.

If you license is revoked it does not matter if you paid the fines you still have to go get your license reinstate in the state that revoked it. Usally cost you more money. I changed my license to a different state before my license got suspended. And to this day its still suspened in that orginal state cause I do not have the 600 to pay them to have the suspension taken off. But because my new license was issued before the suspension took place I can drive legally everywhere else. Its nice if you have lived mutiple place and now how long it takes for it to show active else where. GOOOD LUUUCK

Both. Even though you paid your fines, there is generally a reinstatement fee that has to be paid to reinstate the licence. This is typically about $75. THEN you need to go down and get your new licence.
If you got charged with "driving while revoked" you should be grateful. The fines for "driving without a licence" are higher. The cop took pity on you.

There is a national number that you can call (the driver's license bureau where you live can tell you.) It should be expunged off your record - it's too old. Find out, have them remove it.
Take the class and get your license, if you desire.
