Depending upon how far you want to go:
- Ocean Grove, NJ (adorable quiet town, no amusement rides or arcades). I was amazed when I went there last year. Can't recomment it enough.
- Atlantic City has beautiful beaches, although its close to the hustle & bustle of the casinos.
- Manasquan has a great beach with 1 arcade and 1 pizzaria on the boardwalk so if you steer clear of those two spots (right next to eachother) it would be reasonably quiet.

Try Gunnison Beach at Sandy Hook, NJ-- part of the Gateway National Recreation Area. Arrive early or you won't get a parking place.
My second choice would be Lighthouse Beach at Robert Moses State Park.

Riis Park, in Queens. It's just over the Gil Hodges Bridge from Brooklyn, and about a 15 minute drive from a Comfort Inn in Sheepshead Bay.
The beech is part of a national park, so it's nice and quiet.
