why does an ameican citizen get a red-flagged visa application to enter the philippines?

is there a need for a visa for american citizens living in new york to enter the philippines as a tourist?

    You're granted a 21 day visitors visa due to agreements between the USA and Philippines. You do not need to have a Visa prior to entrance. This "Visa" is just the fact of your passport being stamped upon entrance to the Philippines.

    If you wish to stay longer, you'll have to request and pay for an extended stay visa, once you are there.

    Yes you need a Visa to go visit the philippines for any reason
