If you are talking best true police action then obviously nothing can beat COPS. It is true although time edited and I'm sure action edited to but it is real and not staged.

For Hollywood has to be either Hill Street Blues or NYPD BLUE. Two shows that showed cops in real life situations personal and professional and how both intertwined with each other. How both sides of their life feed and effected each other.
