The names of the months were just changed to September, all of them. Too many people were asking that question and the government just didn't want to deal with it anymore. So, never.

and no, it doesn't end at 11:59. It ends closer to 11:59:59, or more accurately at the stroke of midnight when the next day (October 1) begins
