Actually, Philippine citizenship is established by blood, not necessarily by location. So the clerk (not very nice to call one of your own "dumb") was correct in stating that your nationality is Filipino. You also have proof of US citizenship, so, when it comes time to file for your wife, you can provide to USCIS officials proof of that despite what the marriage cert says.

If anything, if you or your child decide to attempt to regain your Philippine citizenship, you can use the marrige cert/birth cert as proof of your bloodline.

Legal Capacity to Marry = Marriage License??? Must've filled one out when you applied.

You can approach a lawyer in the Philippines (cost is far way low compared to american lawyer). They will give you the appropriate advise and explain in details how will things go through. Good luck and congrats for the baby. Is it a boy or a girl?

yes that is true. because of the error on your documents it cant be fix easily.you will be needing a lot of documents to prepare and a lot of money to spend.

first make sure all your documents are authenticated by the NSO,(especially the birth certificate).

prepare whatever documents you have school record, drivers license, SSS, whatever that stating you are a American citizen and don't forget the passport ( you might have now the American one not the Philippine passport). just prepare it in case they ask it from you.
