with siva"grace flowers become 5 times. he used some flowers to lord sivas puja.
with the renaining flowers he went to Lord Vishno" temple.. there they become 10 times with Vishnos good looks. there he performed puja with same quantity as was in previous.
with remaining flowers he went to Maha Laxmi"temple. there the flowers become 20 times with Maha Laxmi" influence. there too he did puja with same quantity of flowers as was done in siva& vishnu temples.
now all flowers exausted with no balance.

If X: number of flowers that he brought with him.
Y: flowers given away at each temple.
Then 20*(10*(5*X-Y)-Y)-Y = 0
You get: 1000*X = 221 * Y
Which is: 10*10*10*X = 13*17*Y
Therefore, the smallest amount for X is 221, with Y = 1000.
The smallest amount of flowers he brought: 221
Amount given at each temple: 1000.

Lets say he bought x flowers and at each temple he used y flowers
so, at first temple the flowers became 5x and he used y
so, he went to next temple with 5x - y flowers
They became 10 times and he used y flowers again
so he went to third temple with [10(5x - y) - y] flowers
they became 20 times and he used them all. So this is equal to y
so,
20 [10(5x - y) - y] = y
solve and u get
1000x = 221y
Now u have infinite solutions to this...
x = 221n
y = 1000n
Minimum numbers are
he bought 221 flowers and used 1000 flowers each time
other possibilties are 442 flowers bought and used 2000 flowers and so on...
