On a computer I dont think you can do it with out costing alot of money. But you could buy a dvd/vcr combo and use that

First you need a video capture card. You will then need to hook the video and sound outputs from a standard VCR to the card. I can't get into too much specific info here as it varies a lot depending on what version fo what software and hardware you are using. Oh yes, you will also need a DVD burner.
