They are not ending free broadcast TV, they are changing the format that it is delivered. They are shutting down the analog tranmitters in favor of digital. The exact timetalbe should be on the FCC website.

There are no plans do end over the air TV. The upcoming change in over the air TV will be from analog to digital signals. It will still be free of charge.

When the TV stations go completely HDTV and people have to buy new TVs to receive those signals. This is part 1.
Part 2 occurs when the cable companies demand the removal of free TV from the FCC. The FCC will happily oblige. This is part 2.
When Big Brother broadcasts into your home a la the book "1984" then the conversion will be complete.
