In Illinois does a store need a sign posted if they have a "no refund" policy?

I bought some thing at a store in the mall, and when I got home a friend of mine said that I could had gotten it cheaper online, and well, he was right. I was about to go back to the store and return the item, but before I left I noticed on the receipt that it said, "No refund, exchange only within 15 days of purchase." This was the first time of me hearing about the stores return policy, and I don't recall seeing a sign posted in the store about the "no refund" policy.

they don't have to have a return/refund policy at all except for defects and the for exchange of a similar item. no law about that. there are store polices that govern returns, and by the way

if the receipt says it does or doesn't accept certain terms of sale and you walk out of the store with that purchased item, you have agreed to the policies of the store

That is illegal. You could take them to small claims court and get a refund. Go to the store and tell them you will take them to court unless you get a refund.

Yes they do, otherwise no one would know and would be able to get a refund.
