usually acidic. Spicy sense is caused by an acid named capsaisin.

Unless the food has a stronger base, the food will be acidic

It depends on what the base of the food is. For example, a lot of Indian and Mexican dishes are tomato based and therefore would be acidic.

If you mean spicy like hot, acidic.

If you mean spicy like heavily seasoned, depends on the spices.

It can be either way. Capsaicin (http://en.wikipedia.org/wiki/Capsaicin) is a compound that gives most foods their spiciness, and it's not an acid or a base.
