I would just go with a standard Dell, with just standard things. Now if your going to need something with a higher perfromance, then i would still go with a dell. If you notice, Colleges mostly have Dells, because the give the best deals and they have really good customer service. Other than that, I really dont know who has the best computers or deals, because you might not have the same stores that I have, but go with Best Buys, and see some prices, then go online, E-bay and you can usually get a really good deal off of there.

I bought a new laptop two weeks ago, my choice was compaq Presario v6000. I chose it because:
1. cheap price ($1200)
2. good configuration: 1 GB Ram, 256 MB GeForce , 80 GB HD ,...
3. It is AMD Dual Core
It works great, the technical support is good too.

I don't know which brand, probably SONY, because they have a pretty good reputation and seem to have the best resale value. But I would get a wide screen (15.4",) mb RAM, SATA hard drive, built in WIFI, and one of those new Intel dual processors.
