yahoo messenger pc phone worked for two days, now I can't call out can't call in. When I place out call after nine seconds it cuts off says this call can't be made try later I paid all fees and have call time

Maybe your Internet connection has issues - is it working? If the Internet connection is down - so is Yahoo Messenger PC phone.
