Himalayan markings should be evident as soon as they develop fur in the nest box (at around a week old). The markings will be very light until they molt into their adult coat (usually right at sexual maturity---4-6 months of age) and even then, poor breeding can result in lighter markings.
It's also important to note that a Himalayan can have black markings, blue markings, chocolate markings, or lilac markings. With the exception of the black, the others are going to be a lot lighter.
The Himalayan markings are also sensitive to heat/cold. Excessive heat causes the markings to be faded, whereas excessive cold can cause 'smut' (darker coloration where it doesn't belong).
Trying to determine age by the markings of any animal is not a good idea. Unless the breeder can tell you the age theirself, determining an exact age is going to be impossible.

Himalayan markings should appear at about 9 -12 days. Some are late bloomers. Himalayans that are born grey and tip out to be a bit frosty until their points come in normally have better markings. If you find a local breed (reputible) they should be able to give you a good idea of how old your rabbit is. Himalyans markings change a lot all through their lives so they should be able to get a good idea. If you go to www.arba.net you can go onto the breed clubs web page and find a breeder.

They should be visible by the time it's eyes are open and it's walking around.
Rabbit age is sort of difficult to determine, ask a vet.
