go to windows movie maker (microsoft freeware for XP, other movie making programs work similarly), import JPG image, (make sure it's a factor of 320x240 if you don't want any black bars on the sides, you can resize in Paint), go to Tools> Advanced and change picture duration to 3 seconds (or you could trim it at 3 seconds on the timeline). Then drag the picture down onto the timeline.
Go to File> Save movie file, select My Computer and click Next. Choose the directory and name for your movie. Click Next. (I naturally assume you want the image as high quality as possible).
Click "Show more choices:" and "Other Settings". Select "Video for local playback (2.1Mbps)" (which is 640x480) or "Video for local playback (2.1Mbps NTSC)" (which is TV/DVD resolution, 720x480). Click Next.
Your movie will save. Of course i am aware this is in wmv format. You can use one of your format conversion softwares to convert it to avi. I recommend SUPER by erightsoft (freeware).
I ran through this process and it worked. I got a 3 second divx avi movie of a picture (this is also a good process to make slideshow movies, with or without sound).
