Religious answer:
Because they are free from sin, despite what Original Sin promoters will say.
Scientific answer:
Because they have not developed cognative thought and are running purely on instinct and reaction. They smile simply because it is the natural human reaction to something you like/enjoy/are amused by.

So that we adults are so smitten by babies that we will have no heart to abandon them. :) (If only this was the case all of the time!)
Seriously, I think it's because they recognise your voice (the mother's) and that they have no memories or thoughts of evil. They like you - they will smile at you. Especially if your face is the first they see after they're born.
Religiously, man is kind and innocent by nature. All babies are supposed to be untainted by evil because they are not exposed to evil yet.

babies only know about hunger sleep play and their brain isnt developed.They only know about love. They only know about the smile and happinesss. They smile just to be happy. So that shows that they dont know about hurt, so it reflects innocence.

Its not easy to read babies. It is not the innocence but some memories of past life make them to smile or weap.

They are innocent, innocent of any wrong doing, innocent of any bad choice. Babies can't sin, I think they know that.........
