Nicely summed up. I think paying all this money for food will be a better defense and survival method.

Division of power does not provide for a strong government, i.e. pre-Hitler Germany, pre-Napoleonic Directory, etc., hence most countries opt to put one strong, popularly elected character instead of a weak governemt with a big division of power. This minimises the chance of governmental inactivity and a dictator coming to power to replace them.
